TM48 is a Poison-type glitch move in Pokémon Red and Blue. It is not capable of causing Super Glitch.

Using this glitch move may deal no damage and freeze the game, with an unknown opcode at address 0x02C0 in the ROM. No animation is shown.

There is a slightly different effect for this glitch move on Nintendo 3DS Virtual Console, however it may still result in a freeze (see AttackDex/RB:248 (Nintendo 3DS Virtual Console)).
